Printer driver update needed access denied

Suddenly many of our users in our domain can not print as the printer says "driver update needed" but when the user clicks the Install button it goes half way through the driver install then closes and then it says Access Denied.  So far I have not been able to find a common theme as they are different types of printers using different drivers on different print servers.

If I login to the users computer with an administrator user it immediately updates the driver and then the user can print just fine.

Any thoughts on why this would be happening and why users would not be able to install printers?  We have the GP
Allow non-administrators to install drivers for these device setup classes" enabled and the printer GUID added.
