Network Print Page per user Limit

I put in a new AD network, with 2 printers on it.  The printers are loaded onto the same server(Dell PowerEdge 840 w/ Windows 2k3 Server) using the Print Server Role.  The problem I'm having is people printing off way too much wasteful printing, and wanted to
a) Put in a print limit for each user(i.e. 100 pages per user per semester of printing) and
b) Set up a network printer history so I can see who is printing what and when.

I'm pretty good with computers, but new to the networking and server side.
