Printers on Windows Server 2003

Let me start off by saying I AM NOT A NETWORK ADMINISTRATOR.... with that being said, although I have a background with computers I do not by any means know anything about server administration. Hence, the problems I am trying to figure out based on limited knowledge. And no we do not have a "real" in-house network support person.

I am working with Windows Server 2003 connected to a Windows XP pc.

Issue #1: I installed a printer on the network to IP 10.192.100.38 and am able to connect and print to it with no problem. However, when the printer shows up in the "add printer" dialogue box it shows up ashttp://10.192.100.38:5358/Device Service and I want to change the name/address to something logical so that people who want to connect to it can understand, i.e. Kyocera FS-C2126MFP by Accounts Payable. I can share the printer and it will show up under my network location, i.e.  Kyocera FS-C2126MFP on OFFICE ASSISTANT, but is this a typical setup for a network printer? Is there a way to change the network name without it being shared through my pc and still have people be able to print to it? Does this question even make any sense?

Issue #2: I can't delete some of the "old" network printers on the server even though I am signed in as the administrator. These are printers that no longer exist in our inventory and don't need to show up in the network list. The error tells me I don't have sufficient privileges. How do I get around this? Your suggestions can't be too technical since like I said, I'm not a network administrator and don't know my way around the server except for basic things.
